Microsoft has announced a substantial $7.5 billion CAD investment to expand its AI and digital infrastructure in Canada over the next two years, emphasizing the protection of Canada’s digital sovereignty. This investment will primarily enhance the computing capacity at Microsoft’s Azure data center regions in Toronto and Québec City. Despite Microsoft’s assurances to keep Canadian data on Canadian soil, experts warn that this does not guarantee data sovereignty due to potential US legal obligations. This expansion aligns with Microsoft’s broader five-point initiative to promote Canada’s digital sovereignty, including resisting government orders that could disrupt cloud services for Canadian government customers. This move is part of a larger $19 billion spending plan for Canada from 2023 to 2027. The Canadian government is also exploring the development of a ‘Canadian sovereign cloud’ to reduce reliance on US tech giants, though industry experts highlight the challenges involved in such an undertaking.
